The stored procedure 'taGetNextJournalEntry' doesn't exist.

This has to do with the Company Database Name not being mapped. Check Concur to make sure it is there. If it is directly mapped from the User Profile, make sure you can pull that profile. Profiles that have expired cannot be pulled. IP Apps will give a 400 error trying to pull them.
